A Belfast Presbyterian by upbringing, Fullerton came under the influence of Charles Spurgeon, who became his mentor, and he spent his career as a Baptist preacher. He pastored Melbourne Hall Baptist Church, where thousands were converted, and later served as president of the Baptist Union and home secretary of the Baptist Missionary Society. He wrote biographies of Spurgeon and John Bunyan and spoke often at Keswick.
